Choosing Schools in Australia

Public Schools

Public schools accept all students from their government-defined catchment areas for primaryand secondary, and teach using the Australian curriculum. In most cases you must reside within a public school’s “catchment area” in order to enrol and attend a public school. A catchment area is defined as the streets and houses surrounding a particular school and is defined by a physical line that is strictly determined and governed by the school’s state or territory Education Department. As a result, more desirable schools often push up prices and demand for housing in both rental and sale housing markets.

A more desirable school might be one that is considered to have an excellent music, drama or language stream or something else deemed important by an area’s demographic, or it could be considered desirable if it scores well in the Australian NAPLAN testing. NAPLAN stands for “The National Assessment Program – Literacy and Numeracy”, and is an annual assessment for students in Years 3, 5, 7 and 9. It has been an everyday part of the Australian school calendar since 2008.

Choosing A Public School

It is this comparison that can result in one school being more desirable than another, the idea being that if your child attends a more successful school they will receive a better education, though this is not necessarily the truth. There is a lot of dislike for the NAPLAN scoring system in Australian since its introduction in 2008 and it should not be the sole basis for your decision on where to live and which school to send your child to. You should meet with the school staff, take a tour of the school and area and ask questions that you feel are important to you when choosing where to send your child for public education.

Individual school catchment areas, voluntary fee structures and other information such as school term calendars vary across Australian states and territories, and across schools.

Private Schools

Private schools typically have their own admissions criteria, which can include academic achievement, extracurricular involvement, and sometimes religious affiliation or willingness to participate in religious activities. Proximity to the school is generally not a primary factor in admission decisions for private schools, unlike many public schools where catchment areas are important. It’s also common for private schools to require previous school reports or academic records to assess a student’s suitability for admission. Additionally, some private religious schools may prioritise students of a certain denomination or require students to participate in religious activities or education.

Primary and Secondary Education

Primary and secondary school education is compulsory in Australia between the ages of six and sixteen (Year 1 to Year 9 or 10).

School education is 13 years and divided into three parts:

Primary School

School in Australia starts with a Foundation Year – the year before Year 1, which is known in different states and territories as Kindergarten, Preparatory Year, Pre-primary, Transition or Reception. Primary School runs for seven or eight years, starting at the Foundation Year through to Year 6 or 7, depending on the individual school structure.

Secondary School

Secondary School follows Primary School and runs for three of four years, from Years 7 to 10 or Years 8 to 10, depending on the state and individual school structure.

Senior Secondary School

Senior Secondary School runs for two years, Years 11 and 12, and is sometimes called a College in some states and territories. Senior Secondary School can be part of Secondary School, that is a school might run from Year 7 or 8 all the way through to Year 12. In such cases the whole school might then be referred to as a College.

In the senior secondary years, students can study for the Senior Secondary Certificate of Education (commonly referred to as Year 12 Certificate), which is required for entry by most Australian universities and vocational education and training institutions. It is also recognised as an entry requirement by many international universities.

Education in Australia – Costs

All New Zealand citizens are defined as Australian residents for the purpose of publicly funded Commonwealth supported education places. That means, public education is provided without compulsory cost for primary and secondary schooling for New Zealand citizens. In Australia there are two types of education – Public (also known as State or Government) and Private.

Public Versus Private Education

  • Public Schools are run by the respective state government. They offer free education to all students, however many schools ask parents to pay a small contribution fee and a materials and services charge. Public schools accept all students from their government-defined catchment areas, and teach using the Australian curriculum. School uniforms are usually compulsory in public schools, mainly in primary education.
  • Private Schools usually offer religion-based systems of education and charge high fees (sometimes over $10,000 per year per student) and are therefore able to afford facilities that government funded schools cannot. Private school uniforms tend to be more expensive than those for public schools and are more strictly enforced.

Regardless of whether a school is government or private, it is regulated by the same Australian curriculum standards framework.

What Is NAPLAN?

NAPLAN is the National Assessment Program – Literacy and Numeracy, is a national initiative in Australia aimed at assessing students’ literacy and numeracy skills. It’s conducted annually for students in Years 3, 5, 7, and 9. The assessments cover reading, writing, language conventions, and numeracy. NAPLAN provides valuable data for educators, policymakers, and parents to gauge student progress and inform teaching strategies. It has been administered in May every year since 2008.

Tertiary Education

Tertiary education includes both higher education (including universities) and vocational education and training (VET).

Types of Tertiary Education:

University Degrees (also known as “Higher Education”)

  • Admissions to universities in Australia are based on the prospective student’s academic achievement and the completion of a series of exams during Secondary Schooling in Year 12.
  • Most universities also offer entry pathways for Mature Age Students (over 21 years of age), some regardless of ever having achieved a Year 12 Certificate. You should contact individual universities for more information.
  • Open Universities Australia (OUA) also offers flexible online higher education to students.
  • University fees can be quite substantial, with one full time year of study usually costing more than $10,000.

VET programs

  • Vocational Education and Training programs can be delivered by Technical and Further Education (TAFE) Institutions and private Registered Training Organisations (RTOs).
  • The various state-administered institutes of TAFE across the country are the major providers of VET in Australia.
  • TAFE institutions generally offer short courses, Certificates I, II, III and IV, Diplomas and Advanced Diplomas in a wide range of vocational topics.
  • RTOs are privately operated. They offer short courses similar to TAFEs and also specialised courses such as specific training for employees in a particular industry.

Costs of University in Australia

Tertiary education is not free for Australian or New Zealand citizens and unfortunately many New Zealand citizens will not be eligible for any kind of student loan to pay university fees, or be eligible for a student allowance to pay for living costs. New Zealand citizens can study at Australian tertiary institutions and are eligible to pay domestic, not international fees.

Only Australian citizens and permanent humanitarian visa holders can access HELP student loans or access the HELP discount for up-front payments.

You should research your topics of interest and consult with the individual university, TAFE or RTO for accurate prices. TAFE and RTO fees are substantially less than university fees.
