The Vape and Tobacco Operations and Coordination (VTOC) was established to provide the strategic, operational and tactical oversight of cross jurisdictional health, whole of government and intra-agency coordination of compliance activities that combat illicit tobacco and vapes. VTOC is positioned within the Illicit Tobacco Vape Enforcement Branch (ITVEB). The VTOC engages with key internal, external and offshore stakeholders to ensure available ABF capacity and capability is effective at combatting illicit tobacco and vapes. The VTOC will also coordinate, monitor and report on ABF border enforcement controls that counter the availability of illicit vapes and vaping products. You will bring a strong foundation in administrative and enabling functions, with growing experience in project coordination, stakeholder liaison, and service delivery. You will be curious, adaptable, and committed to contributing to the work of the Australian Government in a meaningful way. Whilst each role is unique, we are looking for individuals who demonstrate: Strong written and verbal communication skills. Critical thinking and sound judgement. Attention to detail, ability to manage competing priorities and follow through on assigned tasks. Ability to manage/coordinate projects. Understanding of or willingness to work within APS frameworks. Awareness of confidentiality, compliance and administrative accountability. The key duties of the position include All members of the VTOC are required to: Draft high-quality correspondence, briefs, and report, ensuring clear and effective communication tailored to the audience in a timely manner. Support continuous improvement by identifying process enhancements and sharing learning with the team. Maintain accurate records of engagement and related activities in appropriate systems. Uphold the APS values, display professionalism, independence, integrity, honesty, accountability and ethical behaviour. Provide assistance with other duties as required. Governance & Risk Join a team that oversees compliance, assurance frameworks, and risk management processes. Coordinating governance committees and reporting processes. Maintaining registers, controls, and frameworks that align with Public Governance, Performance and Accountability Act 2013 (the PGPA Act) requirements. Advising on governance best practices and enterprise risk. Use business applications to create dashboards, reports and data visualisations to support ABF operational and reporting needs. Strategic and Executive Writing Bring clarity and influence through writing. These roles are suited to detail-focused communicators who can translate complex information into accessible content. Prepare high-quality briefs, talking points, and submissions. Draft reports, governance papers, and content for executive audiences. Collaborate with subject matter experts to deliver accurate and timely advice. Support alignment with departmental tone, style guides, and approvals pathways. Pre-Border, At-Border and Post-Border Coordination The specific nature of the tasks will vary depending on the border interface but broadly these roles are suited to candidates who will be able to interact positively with ABF and key partner areas to assist with uplifting capability across their respective domain. Monitor patterns or systemic issues and recommend preventative actions. Maintain and foster positive working relationships with internal and external stakeholders. Have responsibility for project planning, monitoring and delivery to support the team's objectives in a complex and constantly changing work environment. At times this may include assisting in the planning of operations designed to detect and disrupt international tobacco trade. Analyse and summarise stakeholder feedback, identifying trends and propose meaningful actions in response to this. Please note; these positions are not investigator and/or operational roles.
