What we do We regulate providers that deliver VET qualifications and courses to students in Australia or offer Australian qualifications internationally, providers that deliver VET courses to overseas students, and certain providers that deliver English Language Intensive Courses for Overseas Students. We also accredit VET courses to make sure nationally approved standards are met. The key duties of the position include About the Opportunity We are seeking a Senior Compliance Officer to assess risk and regulatory matters where providers have been found to not meet their obligations, requirements and/or Standards. The Officer applies appropriate compliance tools and processes to effectively resolve identified non-compliances and to escalate significant or ongoing non-compliance for a proportionate regulatory response. Key responsibilities include: Gather and analyse complex data and intelligence from various sources to conduct fair, balanced, and effective risk assessments in line with ASQA's Regulatory Strategy and Risk Framework. Apply sound judgement and expertise to accurately research, interpret and apply complex legislation, information, and advice to inform decision making. Evaluate responses from providers regarding non-compliance with the Standards or legislation to determine the most appropriate treatment in conjunction with ASQA's confidence in the provider's commitment and capability and the level of potential/actual harm to students and others. Prepare well- reasoned and evidenced-based documentation with recommendations that are risk-based and proportionate. These may include: Reports with findings and conclusions Statement of Reasons Decision records Risk assessments Engage with providers, clearly communicating expectations, and gathering information to support outcome delivery and providing them with the opportunity to ask questions about ASQA's decisions in a way that supports the provider's understanding and ASQA's transparency Work collaboratively and liaise with stakeholders, develop and maintain professional relationships, seek information and specialist advice on complex or sensitive matters to support unbiased and defensible decisions. Develop, train and mentor new and existing staff to build their knowledge and capability on compliance-related matters. Contribute to the continuous improvement for operational processes and technological enhancements to support compliance activities and team objectives. ensure effective record management is maintained and up to date in line with all the relevant requirements. Skills and experience To succeed in this role, you will have: Demonstrated understanding of regulatory frameworks and the principles of effective regulation. Including the ability to quickly acquire knowledge of VET legislation and regulatory frameworks. Strong analytical and problem-solving skills to support well- reasoned recommendations based on evidence. Highly developed written communication skills with demonstrated experience in preparing high quality regulatory documents, reports, or regulatory notices. Highly developed interpersonal skills with demonstrated negotiation, conflict resolution and engagement skills with internal and external stakeholders. Ability to work independently under strict deadlines with demonstrated skills in effective time management, working with competing priorities and managing a case load effectively in line with agreed performance measure indicators. Excellent understanding of risk, risk assessment processes and impact of harm and consequences to students and others. Mandatory: To apply for this position, you must be an Australian Citizen. Experience (3 years) working in a government regulatory environment Availability to travel, involving overnight stays. Desirable: Understanding of Vocational Education and Training (VET) in Australia including the regulatory framework.
