Pacific Labour Operations Division Overview The Pacific Labour Operations Division is responsible for managing and implementing the PALM scheme which has two key objectives: To contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu) and Timor-Leste; and To assist Australian employers to meet labour needs in rural and regional Australia, subject to local labour market testing to enable Australian job seekers first opportunity for the job. The department manages the PALM scheme domestic operations, in collaboration with the Department of Foreign Affairs and Trade (DFAT), Department of Home Affairs and the Fair Work Ombudsman. The Role The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement. The Pacific Labour Operations Division is seeking motivated individuals who demonstrate foundational skills, a commitment to learning and development and who are experienced in providing operational oversight, quality and assurance and stakeholder engagement at the APS 6 level. Roles may include but are not limited to: Relationship/Contract management Program and operations policy Communications and stakeholder engagement Assurance and compliance PALM worker support Evaluation and research Data Management Program and project management Governance, risk, information management Capability development and business improvement We encourage people from all locations across Australia to apply for these vacancies. This pool will provide a valuable resource for filling vacancies within the Pacific Labour Operations Division over the next 12 months. During this time, the pool may be retained for internal use and may not be released to external agencies, ensuring opportunities remain aligned with the Division's workforce needs. The key duties of the position include Responsibilities of the APS Level 6 may include: Leading and/or managing teams to effectively deliver program outcomes. Managing competing priorities and establishing risk management strategies in a dynamic environment Working in a range of cultural environments to communicate sensitively and effectively with people of diverse backgrounds (e.g. the ability to communicate with nationals from PALM participating countries would be desirable) Contributing to the development of policy, submissions, briefs and reports and provide advice on PALM scheme issues Liaising with employers, workers, and other stakeholders and responding to complex enquiries to ensure positive outcomes Performing independent research and analysis, and effectively document decisions on both routine and complex matters Establishing, managing, and documenting procedures, processes, and internal controls, and assisting in the strategic planning of the team Developing and maintaining internal and external stakeholder relationships and identify opportunities for information sharing and joint operations
