About The Team Our Operations team works with a diverse customer base to support several nationally significant supply chains. With management responsibility spanning across five states, our 8,500km rail network is used to transport bulk products, passenger and general freight, including steel and a vast array of consumer items such as groceries, electrical goods and other items for both import and export markets. The Operations teams work within several complex and challenging environments, including some of the busiest rail corridors in Australia to deliver safe, efficient and sustainable service delivery outcomes for its customers, stakeholders and the community. About The Opportunity To effectively and efficiently manage the safe and reliable operation of the rail infrastructure within the Central North West region through the development of a capable team and the delivery of the annual asset maintenance plan within the scheduled timeframe and budget to meet our customer needs. Your team demands visible leadership across sites in Dubbo, Binnaway and Narrabri. Accountable for the safe and reliable condition of the rail network infrastructure Ensure infrastructure is continually fit for purpose for the delivery of ARTC outcomes and operational goals ensuring customer requirements are achieved. Respond to the needs of an operating rail network on a 24hr 7 day a week basis. Promptly attend to emergencies and irregularities and ensure that equipment is safely and promptly returned to service. Effectively manage work programs to minimise disruption to the rail operations. Optimise infrastructure performance and availability while driving continuous improvement in the maintenance practices. Execute the requirements of an annual maintenance program across signal and civil disciplines within budget and timeframe. Manage an operating budget including labour, plant, inventory, contractors and materials. Participate in reviewing budget, work and asset condition outcomes arising from the annual work and capital improvement plans. Management of external contractor performance and productivity, Action risk mitigation programs/processes. Lead, develop, coach and performance manage a team of employees to achieve business objectives. Promote a safety culture within the team to conform with current Work Health and Safety (WH&S) and relevant Rail Safety legislation. Visible application and continuous improvement of the ARTC values. Ensure that injuries are properly reported, and that any injured employees are provided both a safe and timely return to work. Ensure that policies and procedures that relate to human resource management and work health safety are effectively applied in line with Just and Fair Culture Within the area of accountability ensure compliance to ARTC commercial, procurement, contracts, policies and procedures. Maintain a level of leadership and managerial operating disciplines to monitor performance against key performance indicators. Ensure fair and equitable workplace practices and behaviours are complied with, creating a discrimination free workplace in accordance with legislative requirements. What do we want from you? Tertiary qualifications in engineering, asset management systems or an appropriate discipline and / or relevant industry experience. Proven management experience of large workforce, at a senior level, preferably gained in a rail, mining, logistics, heavy industry or similar environment. Knowledge of contemporary management. Experience in an Operational or Maintenance environment with management experience. Experience in management of safety. Highly developed negotiation, influencing, analytical, problem resolution, interpersonal and communication skills. Ability to lead change process and to motivate staff. Demonstrated cost, budget, and project management experience. Experience in contract administration Driver’s licence – Class C What will you get from us?
