About the Aged Care Quality and Safety Commission: The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system. As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities. You will be contributing to our role as the national regulator to safeguard and protect older Australians receiving aged care services. About the team: The Chief Clinical Advisor Division of the Commission aims to protect and enhance the safety, health and well-being and quality of life of people receiving aged care by driving a higher standard of clinical rigour across the aged care sector. The Behaviour Support and Restrictive Practices Unit (RPU) is a unit within the Chief Clinical Advisor Division which aims to prevent and minimise the inappropriate use of restrictive practices in aged care by enhancing individualised behaviour support and promoting quality of life for every consumer through supporting the Commission's regulatory functions and aged care provider understanding of behaviour support, restrictive practices and associated legislative responsibilities. About the Role: The Assistant Director, Clinical Advisor is responsible for providing clinical leadership across the Commission and guidance about contemporary clinical expectations and legislative requirements in relation to aged care including person-centred behaviour support and minimising the inappropriate use of restrictive practices. The Assistant Director, Clinical Advisor is also required to effectively apply contemporary clinical knowledge in the context of the Commission's regulatory roles and responsibilities. This role will also assist aged care providers to deliver the best possible outcomes for older people by promoting and supporting evidence-based clinical practice and providing information and guidance to external stakeholders including aged care providers. The Assistant Director, Clinical Advisor will also provide clinical input into the development and delivery of education, guidance and resources for Commission staff, the aged care sector and the public. The key duties of the position include Reporting to the RPU Director, as Assistant Director, Clinical Advisor you have high level skills and abilities in many areas. Critically important areas are: Provide clinical leadership and guidance across the Commission about contemporary clinical practice expectations for aged care to inform regulatory decision-making, particularly in relation to best practice behaviour support and restrictive practices. Provide timely and targeted written and verbal clinical advice and reports for regulatory staff and delegates to support their informed and proportionate regulatory decision-making. Be able to communicate complex inter-related clinical matters coherently and concisely to audiences with a range of backgrounds and regulatory functions to ensure clarity of clinical findings, guidance and advice. Analyse and interpret evidence from a range of sources including (but not limited to) clinical documentation, site visit reports and submissions from aged care providers to identify clinical risks and deficiencies in care. • Identify and escalate clinical risks and deficiencies in care to support proportionate regulatory decision making including supporting Commission staff to understand and interpret relevant clinical information and risks in relation to quality and safety. Work collaboratively with stakeholders across the Commission to manage clinical risks and support Commission priorities. Provide clinical education and training including subject matter expertise on clinical topics, particularly matters relating to behaviour support and restrictive practice for internal and external stakeholders. Participate in working groups about clinical matters that are internal and external to the Commission; and undertake clinical project work. Supervise, guide and mentor APS staff within the RPU by setting tasks and priorities that align with the strategic direction of the organisation, division and unit and support RPU staff to achieve results and build team culture, capability and performance. Participate in site visits and meetings with aged care providers as required to support regulatory staff to discuss clinical care and legislative requirements, particularly matters regarding behaviour support and restrictive practice. Manage workload to respond to emerging and changing risks, the changing priorities of the Commission and the regulatory environment. Maintain own knowledge of contemporary best practice clinical care for the older person in an aged care setting.
