The key duties of the position include The Role The Australian Army Battle Lab is seeking an APS 4 Contracting Officer to join its evolving Headquarters team. Within the Contracting function, you will be accountable under limited direction to perform and achieve moderately complex contracting work within an integrated workforce. You will be accountable to have a good understanding of and compliance to relevant legislative frameworks, government decision-making and Defences mission and policy requirements. You will be responsible to organise your workflow, making decisions within their defined parameters relating to area of responsibility and seek guidance when required. You may exercise some discretion with respect to how legislation, procedures and guidelines are interpreted and applied. You will provide administrative support that is informed and directed by their knowledge of the contracting function. You may undertake some research and analysis activities. The APS 4 Contracting Officer may be required to communicate with, respond and provide advice to a range of stakeholders on moderately complex operational and administrative issues to achieve Battle Lab and Defence outcomes. About our Team Would you like to become an integral member of the team leading and supporting the Army's Battle Lab, established in January 2024 upon renaming of the Army Knowledge Centre (AKC)? The Battle Lab's mission is to align doctrine and training with emerging needs in order to enable the Land domain with integrated and decisive war fighting. The Army Battle Lab team is an integrated work team comprising full and part time military members and APS employees at all levels. In order to achieve this, the Battle Lab is made up of a Fusion cell and four sections; Army Lessons (AL), Land Domain Publications (LDP), Land Simulation & Wargaming (LS&W) and the Training Adversary System Support Centre (TASSC) Do you want to join an evolving organisation operating in the space between the force in being and the objective force to provide Army with a competitive warfighting advantage in defence of Australia's national interests? Do you have excellent organisational and interpersonal skills and a good understanding of government decision-making frameworks and the contract management function in order to support The Battle Lab deliverables relevant to the provision of multi-faceted contracts and Defence's business domain? If so, this is the job for you. The Army Battle Lab is looking for a high performing, experienced Contracting Officer to be a part of its evolving Headquarters. Our Ideal Candidate This role will ideally suit a highly motivated and experienced individual with a background in Defence contract administration, including: Contribute to procurement planning, contract formation and contract management activities whilst ensuring compliance with legislation and procurement policies, processes and procedures. Assist in the preparation of contracting correspondence, reports, submissions, contract change proposals and other documents. Assist with the provision of low-level advice in relation to procurement policy, legal, financial and other issues as applicable to procurement activities. Understand the Commonwealth Procurement Framework, procedures and compliance obligations and explain the relevance to work responsibilities. Liaise with supervisors, staff and stakeholders and respond to moderately complex enquiries. Build and sustain productive relationships with team members and actively participate in team work and group activities. Assess and assist with the implementation of mitigation strategies for the risks associated with procurement and contracting activities, contract performance and compliance with legislative and policy frameworks. Recommend solutions to issues impacting on the achievement of desired outcomes. Assist in the preparation of appropriate contracting schedules applicable to contracting activities. Take the initiative to progress work to meet business objectives.
