Professional Service Review (PSR) is an Agency within the Health and Aged Care portfolio whose work protects the integrity of the Medicare, child dental benefits and the pharmaceutical benefits programs (PBS). PSR is established under Part VAA of the Health Insurance Act 1973, which sets out the role and powers of the Agency, as well as the process that it must follow when conducting its work. The Case Management Unit is a small team that reports to the General Counsel and supports the Director, Associate Directors, Committees and the DA to manage and progress cases which have been referred to PSR efficiently and effectively. The key duties of the position include Case Managers and Legal Case Managers are responsible for exercising professional judgment in the management of PSR cases. Case Managers and Legal Case Managers operate autonomously in managing their caseload and have discretion in deciding how to undertake tasks. Case Managers and Legal Case Managers are required to apply logic, initiative, knowledge and sound judgement in the exercise of daily duties. The Case Manager and Legal Case Managers will escalate legal issues or strategically complex matters as appropriate. Case Managers and Legal Case Managers are responsible for the day-to-day management of the Director's caseload including providing guidance on procedural and regulatory matters, providing high level secretariat support and ensuring excellent document and record management. Case Managers and Legal Case Managers draft decision records and correspondence on behalf of PSR decision makers. Case Managers and Legal Case Managers also regularly are the primary point of contact for legal representatives and medical practitioners and provide advice on the PSR process. Case Managers and Legal Case Managers work collaboratively with other team members to ensure the efficient management of the PSR caseload. Legal Case Managers conduct legal research and draft statutory decisions on behalf of PSR's decision-makers within the statutory framework and according to administrative law principles.
