Standards Officer / Senior Standards Officer - Flight Operations Policy

About the opportunity This is an exciting position that covers the formulation, development and maintenance of policies, safety regulations and associated guidance material in relation to all aspects of flight operations. The open position may be offered at either the FO 1 Standards Officer or FO 2 Senior Standards Officer level depending on the qualifications and level of experience of the successful candidate has. Both FO 1 & FO 2 need thorough technical knowledge of aeroplane operations, preferably focused on aeroplanes used by smaller airlines and business jet operators. A candidate hoping to commence the role in the FO 2 will be required to undertake more complex and/or sensitive work where there are possible ramifications for broader CASA operations. The FO 2 will also be required to contribute to the development and planning of team objectives and initiative and ensure the quality of outcomes and outputs for themselves and those of more junior staff. In addition, the FO 2, under limited guidance, will be required to ensure that decisions are governed by the application of CASA regulations, operating instructions and procedures, in accordance with CASAs regulatory philosophy. The Standards Officer (SO) (Flight Operations Policy) is a professional role and operates under direct guidance from more experienced colleagues and a Section Manager and National Manager. Key duties of the role include, but are not limited to: Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that supports the preparation of policy proposals. Developing policy proposals relating to flight operations standards and regulatory change matters. Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses. Developing guidance documents that support stakeholders to interpret the intent of legal instruments. Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility. Assisting with identifying opportunities for continuous improvement. Establish and maintain professional and effective relationships with other aviation stakeholders, as pertinent to the technical safety standards relating to flight operations. The Senior Standards Officer (SSO) (Flight Operations Policy) is a professional and senior role and operates under general direction and guidance and whose key duties include, but are not limited to: Conducting detailed research, undertaking risk assessments, collecting and analysing safety data, and developing safety policies and guidelines that supports the preparation of policy proposals. Developing policy proposals relating to flight operations standards and regulatory change matters. Developing consultation advisory documents and post-consultation decision documents that include analysis of consultation responses. Developing guidance documents that support stakeholders to interpret the intent of legal instruments. Providing technical interpretation, advice and guidance on Australian and international aviation rules and policy within their areas of responsibility. Identifying opportunities for continuous improvement. Provide ongoing support and guidance to less experienced employees on standards development and other technical matters relating to Flight Operations. Establish and maintain professional and effective relationships with other aviation regulatory authorities, foreign government agencies, the International Civil Aviation Organization (ICAO) and other international representative organisations as necessary on the technical safety standards relating to flight operations. Represent CASA in national forums when required. The key duties of the position include Ideal Candidate Our ideal candidate for the SO role will demonstrate the following: Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making and apply technical knowledge and expertise on routine matters and/or unusual matters, anticipating future consequences or outcomes and develop long-term plans that maximise opportunities and minimise risk. Ability to work under direct guidance from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Ability to engage in stakeholder management, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits. Foundational working knowledge of Australian aviation safety legislation and guidance materials. Operational experience in flight operations or national aviation authority management experience. Experience in leading/undertaking technical writing projects. Experience in people leadership and/or management. Demonstrated ability to manage segments of complex projects Our ideal candidate for the SSO role will demonstrate the following: Experience in the leading of policy or standards or regulatory development activities, including an understanding of government policies, funding arrangements, and economic impacts. Demonstrated ability to exercise initiative, analysis, problem solving, judgement, and decision-making, applying and documenting technical knowledge and expertise on complex matters and/or unusual matters, anticipating future consequences or outcomes, and develop long-term plans that maximise opportunities and minimise risk. Ability to work under guidance and direction from CASA in accordance with established regulatory practices, operational needs, procedures, and assigned delegations. Demonstrated experience leading projects with multiple stakeholders, including with regulated entities, on sensitive and complex issues requiring conflict resolution within constrained time limits. Comprehensive working knowledge of Australian aviation safety legislation and guidance materials, and other aviation regulatory bodies such as the Federal Aviation Administration (FAA), International Civil Aviation Organization (ICAO), and the European Aviation Safety Agency (EASA). Comprehensive working knowledge of Australia's ICAO compliance requirements relevant to Flight Operations. Operational management experience in flight operations or national aviation authority management experience. Experience in leading/undertaking technical writing projects. Experience in people leadership and/or management. Demonstrated ability to manage segments of complex projects
