About the team This position is in the Commercial - Economic Analysis team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters. Staff supporting the Registrar are located within NOPTA. The Economic Analysis team is responsible for providing advice on the viability of offshore projects, evaluation of key commercial risk and economic metrics, and reviews of internal and external business and regulatory reporting and internal benchmarking, for existing companies and proposed new entrants to the regimes administered by NOPTA. The team determines project viability under the OEI Act, for projects such as offshore wind, and the OPGGS Act, for petroleum and greenhouse gas/carbon capture and storage projects. The team works closely with teams responsible for licence and titles administration, engineering, geoscience, applicant suitability, and policy development, to provide advice to decision makers including the Minister for Energy and the Minister for Resources. The opportunity We are seeking motivated candidates with relevant skills in commercial analysis, financial modelling and planning, market evaluation and the preparation of briefings and advice on offshore Australian petroleum, greenhouse gas storage or electricity infrastructure applications and projects. You will have strong interpersonal and communication skills, good judgement and the ability to work well both independently and as an integral member of a highly motivated team. To be considered for this role, you will have skills and experience in line with the APSC Work Level Standards for an EL1 position, and be able to demonstrate the following: A proven ability to undertake corporate cash-flow modelling or project analysis and evaluating commercial feasibility at a project specific and corporate entity level and apply this to the offshore petroleum, greenhouse gas storage or offshore electricity infrastructure industries. Advanced level of proficiency in Excel with extensive experience in financial and project feasibility modelling, and dealing with large and multiple data sources. Proficiency in analysing and interpreting complex data and the ability to objectively assess evidence and apply facts within a regulatory and policy framework. Excellent problem-solving and critical-thinking abilities including a strong ability to interpret complex commercial agreements and reporting. Strong and influential communication skills, including experience in effective stakeholder engagement and collaboration to deliver an outcome. Ability to maintain subject matter expertise through ongoing professional development and learning opportunities. Relevant qualifications in Finance, Business, Accounting or Economics. The key duties of the position include You will support the team manager to ensure NOPTA and the Registrar meet their legislative and corporate obligations, including but not limited to the following key responsibilities: Use expertise in modelling and business-related issues, preferably in petroleum, greenhouse gas storage or electricity infrastructure industry, to inform multi-disciplinary commercial, project, and benchmarking analysis and advice. Use judgement and professional scepticism to assess evidence and issues and continuously develop and improve internal data sources and models to support informed analysis. Undertake complex analysis across multiple data sources relating to offshore Australian petroleum, greenhouse gas storage or electricity infrastructure applications, corporate entities and projects. Contribute to multi-disciplinary teams within the Branch and Department, to deliver outcomes within defined timeframes. Monitor global events and identify potential commercial disruptions impacting Australia's offshore petroleum, greenhouse gas storage or electricity infrastructure projects.
