The key duties of the position include About the Opportunity We are seeking a Senior Assessment Officer who supports the team in the conduct of assessments of initial applications to ensure only genuine applicants are approved to operate within the vocational education and training sector. Key responsibilities include: assessing applications for RTO status to ensure that registration is only granted to applicants who are adequately resourced to provide quality training and assessment and meet the Fit and Proper Person requirements: in doing so, applying strategies to manage specific risks under the ASQA Regulatory Risk Framework that are applicable to regulatory risk priorities. making recommendations consistent with good administrative law principles on the basis of relevant information, evidence, and, where required by legislation, giving written reasons for decisions to enable applicants to understand the reasons, evidence and facts that have resulted in the decision. communicating clearly with applicants regarding what is required to participate in the market as a Registered Training Organisation, the process and progress of their application. working in partnership with internal and external key stakeholders, in particular: delivering ASQA's shared purpose through collaboration with other areas, sharing information with intelligence sources, such as other Commonwealth, State and Territory regulators, to inform the identification of risk and enable a coordinated response to managing risks at market entry. planning and delivery of continuous improvement across the Market Entry Team. lead quality assurance reviews of operational procedures and performance outcomes produced in accordance with agreed service standards. actively engage with the team and ASQA more broadly to determine improvements in practice and formulate solutions with a focus on continuous improvement. effective records management is maintained and up to date in line with all relevant requirements. respond to internal and external client enquiries in a timely way. work with other key stakeholders, internal and external to ASQA, as required. Skills and experience To succeed in this role, you will have: Apply best practice regulation and the proven ability to identify and manage risks proportionately, and to make clear, well-reasoned and timely decisions and recommendations in a fast-paced and changing environment. Well-developed analytical skills and judgement to solve problems in a complex regulatory environment. Ability to effectively engage and collaborate with diverse stakeholders and build trusted relationships and partnerships, including on complex or sensitive issues. Demonstrated experience in providing high quality advice to management and preparing quality written reports, including the ability to communicate findings from an analysis of evidence against legislation. The ability to work independently when required, showing confidence, initiative and drive.
