The key duties of the position include The Role This exciting opportunity will be responsible for leading a small team and managing the sustainment planning and successful delivery of a range of Defence's research facilities and infrastructure projects, to successfully meets Defence innovation, science and technology strategic outcomes. The role will be located at Fisherman's Bend (VIC), and will be required to engage with a broad stakeholder base across the national footprint of Defence research sites in NSW, QLD and the ACT. Critical to the role will be developing strong relationships and sound understanding of Defence's specialised research infrastructure needs and the delivery processes of Security and Estate Group. The role will also manage and oversee corporate-level services related to physical research infrastructure operations and venue management in site agnostic service hubs. Duties include: Accountability, under broad direction, to perform and achieve complex to very complex estate planning and development work within an integrated workforce. You will be required to exercise a considerable degree of independence and perform a leadership role where you will require an in-depth knowledge of and compliance with legislative frameworks, government decision-making and Defence's mission and policy requirements. Use of sound decision making and judgement to provide expert policy advice where you may be required to coordinate and perform detailed or sensitive projects that impact on strategic, political or operational outcomes for Defence. Plan, lead and manage a range of human and physical resources and exercise the associated people and financial responsibilities to achieve business and project outcomes. You will manage and develop one or more teams and implement associated work plans, set performance indicators, and review individual, team and business performance, focusing on identifying opportunities for building team capability and continuous improvement. You will be responsible for actively managing key stakeholder relationships and will be required to identify relevant stakeholder's expectations and concerns to develop and communicate methodologies and practices to achieve outcomes. You will be accountable to contribute towards ongoing self-improvement and professional development of the work area, recognising that this position has people management responsibility and as such, you will be required to exercise your people management skills, knowledge to lead a high performing, and cohesive team. About our Team Research Technology and Operations Division (RTO) delivers specialist capabilities to Defence Innovation Science and Technology (IS&T). RTO comprises a professional workforce of engineers, technicians, computational scientists and other staff who provide a wide range of highly specialised and unique research capability and innovative solutions delivering advanced research platforms for defence, national security and the wider IS&T ecosystem. RTO capabilities accelerate and protect Defence's science and technology advances and promote a collaborative, compliant, safe and healthy workplace. RTO's work areas include: Emerging digital science capabilities, including computational and data intensive science, research data and information and laboratory and experimental systems. Nationally recognised, unique and novel research engineering capabilities. Development and implementation of the Outstanding Research Infrastructure Powering Innovation pillar, a major component of the More Together: Defence Science and Technology Strategy 2030. Defence innovation, science and technology compliance, assurance and sovereignty through complex research safety, research security, workforce capability and talent and scientific resource management. RTO also provides specialised research enabling capabilities to other groups and services with Defence, the Australian Intelligence community, our allies and/or our partners in industry and academia. As part of RTO, Research Operations (RO) branch staff work closely with research divisions to provide access to, and utilisation of, highly capable, safe and secure research infrastructure including the development and delivery of the physical aspects associated with the Defence Science and Technology Strategy 2030 - Outstanding Research Infrastructure Powering Innovation. Within RO, the Research Infrastructure and Operations (RIO) Directorate is responsible for the design, project management, implementation and sustainment of highly specialised physical research infrastructure for Defence. The RIO team comprises subject matter experts in: Planning and project delivery for complex laboratory infrastructure and scientific assets Strategic planning for Defence innovation, science and technology estate and facilities Site management of corporate facilities and support to DSTG Site Leaders Primary engagement with Security and Estate Group for estate appraisal and delivery of sustainment and capital facilities projects Our Ideal Candidate Our ideal candidate is an energetic and innovative team leader who is passionate about their work and the welfare of the team. Key attributes and experience we are looking for are: Demonstrated experience in leading a diverse team in an agile and dynamic environment. Experience in managing competing and changing priorities and an ability to problem solve at short notice. Strong interpersonal and effective communication and listening skills with superiors, peers and subordinates. Training/qualifications or demonstrated experience in Project Management within the infrastructure domain. Sound risk based decision making and judgement to provide expert policy advice and guidance
