About us The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services. About the role Reporting to the General Manager, Community Operations, the Operations Manager is responsible for providing leadership to senior management, Team Managers and staff in the branch and delivering core operational requirements within the branch. This role is critical to workforce planning, optimisation of workloads and developing the relevant teams to deliver compliance and engagement outcomes that support CAV's journey to achieving regulatory excellence. The Operations Manager will work closely with other senior managers and team leaders to promote an operational understanding required for the Division's current and future success. As a member of the Services & Engagement Leadership Team, they will support the operationalization and implementation of relevant compliance and engagement activities supporting CAV's strategic priorities. People management, interpersonal skills, negotiation and stakeholder management are key skills for this role. Key Accountabilities include * Provide leadership to CAV Regions Managers and the operational team within branch to deliver services consistent with statutory and operational policy and in line with service delivery targets. * Manage workforce planning and optimisation incorporating recognised scheduling principles and disciplines so as to utilise available capability most efficiently. * Manage the development, implementation and maintenance of best practice frameworks including contribution to the development and maintenance of operational policy and procedures. * Monitor timelines, milestones and KPIs whilst overseeing the assessment and progress of high priority projects and ensuring risk is appropriately managed and quality standards are upheld. About you To be considered for the role, you must be able to demonstrate: * Demonstrated experience in management of regulatory or operational functions in a complex environment, including service planning, delivery and performance monitoring, resource management, quality management practices, ensuring compliance and corporate governance. * Proven people management skills, including demonstrated ability to build effective high performing teams, to successfully lead change and to deal responsively, practically and creatively with complex people issues. * Demonstrated internal and external stakeholder engagement skills, including ability to develop and maintain effective relationships with key stakeholders across diverse disciplines including CAV & DGS Branches, other government agencies, local community and industry sectors. * High-level regulation and compliance experience, including the development and implementation of multi-team compliance projects (including compliance inspections), targeted compliance activities, and rent investigations. * A commitment to the VPS values and CAV objectives, including to consciously build Aboriginal cultural awareness, competency and safety and accessible and inclusive services for all. Other requirements * Relevant tertiary qualification or equivalent professional experience. * Regular travel within Victoria is required.
