Who we are The Cargo Operations West and Maritime (COW&M) branch conducts regulatory assessments and inspections of goods across the biosecurity continuum in WA, SA, and NT. Nationally, the branch manages regulatory import clearance functions for international vessels and defence activities, ensuring compliance with biosecurity, imported food, and human health requirements. Additionally, the branch supports the Biosecurity Operations Division through technical training, workplace coaching and workforce management to strengthen operational effectiveness and manage biosecurity risks. The Military Operations Section is responsible for conducting inspections and assessments related to the movement of military cargo, conveyances, and personnel across both onshore and offshore environments. A significant portion of this work is carried out under the framework of Combined Military Activities, which often leads to increased operational demands at specific ports. The section comprises of 3 teams (North West Operations, South East Operations and Governance), all collaborating to achieve the department's regulatory outcomes in line with the Memorandum of Understanding (the MOU) between our department and the Department of Defence. The key duties of the position include The Job The Governance team is looking for a APS5 Governance Officers to help support Defence-related operations under the MOU. The duties of the role include, but are not limited to: contributing to the development of strategies and options to support national onshore and offshore deployment, ensuring a flexible and rapid-response workforce for military biosecurity operations, effectively communicating with, and responding to, internal and external stakeholders including government agencies and industry partners, providing timely and accurate advice on complex matters to employees and stakeholders/clients, supporting change management including stakeholder participation, consultation and cultural change, contributing to the development and implementation of business planning and continuous improvement opportunities, managing competing priorities and organising workflow for self while maintaining attention to detail and delivering within timeframes, collating quality data and analytical results for inclusion in presentations of data for senior executives, assisting with managing resource and budget allocations, assisting with the administrative functions for deployment of staff including travel arrangements for Military Operations, managing, modelling and monitoring compliance with appropriate standards of behaviour in line with departmental expectations and including the APS Code of Conduct and Values, promoting and complying with departmental WHS and Rehabilitation policies and guidelines and being alert for and reporting risks to local management and WHS, providing on-the-job coaching and assisting and supporting other employees on governance issues. Please note: The successful applicants will contribute to the effective administration of processes including travel, financial and contract management, training co-ordination, performance reporting and other governance processes and procedures required for the section. Responding to issues that arise outside of normal working hours may be required.
