Under the Veterans' Affairs Portfolio, the Specialist Medical Review Council (SMRC) is an independent statutory body responsible to the Minister for Veterans' Affairs. The role of the SMRC is to review decisions of the Repatriation Medical Authority (RMA) in relation to Statements of Principles. Statements of Principles are legislative instruments determined by the RMA which set out the causal factors for a medical condition which must exist for a connection to be established between Australian Defence Force service and the condition. These instruments are applied in determining liability for a medical condition. The membership of the SMRC reflects the legislative intention to have contested decisions of the RMA reviewed by Medical Specialists or Medical Scientists who are experts in the injury or disease under review. The SMRC does not determine individual claims for veterans' and military compensation entitlements. The key duties of the position include The Specialist Medical Review Council (SMRC) is seeking experts in the fields of Neuropsychology and Neurosurgery with at least 10 years' experience in this specialty as a registered medical practitioner or medical scientist who wish to apply their knowledge and contribute to a quality system of compensation for veterans. As a Councillor, you will need to display advanced written and communication skills to collectively deliver: The Scope of the review A Statement of Reasons; and A Declaration of the Review Council. The SMRC Secretariat will work with you to establish your availability and support you over the entire review. Generally, a review will require approximately 4 pre-arranged virtual meetings of 1-2 hours each and a face to face meeting (approximate total of 40 hours over a 12 month period). Travel, accommodation and allowances are provided. The key duties of the position include: Develop and maintain effective relationships with the Convener, Review Councillors and Secretariat. Attend approximately 4 pre-arranged virtual meetings to conduct the review according your availability. Attend a single Review Council face to face meeting with the applicant. Work on a panel with other Review Councillors and Convener/Presiding Councillor. Analyse, review and evaluate available sound medical-scientific evidence and the legislation (including the Statement of Principles) relevant to the review. Evaluate the application, any submissions, and the contents of the Statements of Principles under review. Selection Criteria for Key Skills required as a Member of the Specialist Medical Review Council (SMRC) In addition to the Integrated Leadership System (ILS) selection criteria below, you are required to demonstrate an: Understanding of Veterans' Legislation as it applies to the work of the SMRC or ability to rapidly acquire this understanding Understanding of the relevant Sound Medical and Scientific Evidence The Integrated Leadership System (ILS) selection criteria, at the Senior Executive Service Band 1 level, is built around five core capability groups: Shapes strategic thinking.
