About the team This position is located in the Commercial - Suitability Assessment team of the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar (the Registrar). NOPTA is responsible for the day-to-day administration of petroleum and greenhouse gas titles in Commonwealth waters in Australia. NOPTA is the first point of contact for matters relating to offshore titles administration. The Registrar administers licences for offshore renewable energy projects, including transmission and related infrastructure in Australian Commonwealth waters. Staff supporting the Registrar are located within NOPTA. The Suitability Assessment team is responsible for assessing and providing advice on the financial capability and corporate governance arrangements of applicant's offshore projects. The team determines if applicants have the financial capability and the corporate governance arrangements under the OEI Act and OPGGS Act, for projects such as offshore wind, petroleum, and greenhouse gas/carbon capture and storage projects. The Suitability Assessment team works closely with teams responsible for licence and titles administration, engineering, geoscience, economic analysis, and policy development, to provide advice to decision makers including the Minister for Energy and the Minister for Resources. The opportunity With the establishment of the Registrar, the Branch has taken on additional responsibilities in relation to the licensing of offshore wind and electricity transmission projects. This has resulted in an expanded role for the Suitability Assessment team and a new opportunity being created. This integral assistant management role will lead a team focussed on assessing financial capability and corporate governance arrangements, project analysis, and reviews of internal and external reporting and benchmarking, for existing companies and proposed new entrants to the regimes we administer. This position will be preferably based in Perth or Melbourne office, although flexible or remote work arrangements may be considered. Please reach out to the contact officer to discuss this further. To be considered for this role, you will have skills and experience in line with the APSC Work Level Standards for an EL1 position, and be able to demonstrate the following: A strong ability to lead and/or contribute to a high performing team, managing workflows and positively influencing team culture. Strong interpersonal and stakeholder engagement skills, including an openness to receiving and constructively responding to feedback. Ability to objectively assess evidence and apply facts within a legal and policy framework. Proficiency in effective communications, with clear and concise writing, strong attention to detail, and the ability to tailor communication and reporting for a non-technical audience. Ability to undertake financial and/or corporate governance project analysis and apply this to the offshore petroleum, greenhouse gas storage or offshore electricity infrastructure industries. Sound judgement and an aptitude for pre-empting and creatively solving problems. A focus on continuous improvement including proactive identification of opportunities to enhance operational efficiencies. CPA/CA highly desirable. The key duties of the position include You will support the team manager to ensure NOPTA and the Registrar meet their legislative and corporate obligations, including but not limited to the following key responsibilities: Provide trusted leadership and support positive team culture by guiding, mentoring, recognising and developing staff. Represent the branch through engagement and collaboration across both government and private sectors, on critical and emerging offshore Australian petroleum, greenhouse gas storage or electricity infrastructure issues. Prepare briefings and advice, including input to guidance and processes, on offshore Australian petroleum, greenhouse gas storage or electricity infrastructure applications and projects. Using strong attention detail, provide clearly written and concise communications and advice, tailoring to both technical and non-technical audiences as required. Bring expertise (or the capacity to develop expertise) to offshore Australian petroleum, greenhouse gas storage or electricity infrastructure economics in order to inform analysis and advice. Use judgement and professional scepticism to assess evidence and issues. Monitor global events and identify potential economic disruptions impacting Australia's offshore petroleum, greenhouse gas storage or electricity infrastructure projects.
