ABOUT THE BRANCH The Divestment Branch supports the divestment of Commonwealth land and comprises varied opportunities to foster innovative solutions to achieve Government outcomes. The Branch works closely with external providers with specialised commercial and property expertise, and legal and probity advisers to prepare the properties for disposal to achieve broader policy outcomes, including the National Housing Accord. The key duties of the position include ABOUT THE OPPORTUNITY The Branch is seeking an enthusiastic self-starter at the EL1 Assistant Director level to assist in the delivery of the divestment program. The role will involve work across a range of divestment-related activities. EL1 Contract, Governance and Reporting Assist in the delivery and management of the divestment program, including managing contracts, financial management, governance arrangements, and reporting requirements to Government. Contract-manage various consultants and contractors in accordance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act), Commonwealth Procurement Rules and Departmental requirements. Establish governance arrangements, including Memorandums of Understanding as required. Manage a team to support governance groups, including organising meetings and providing secretariat services. Provide high-level written advice for both internal and external stakeholders, including preparation of reporting for Government, Ministerial Submissions and briefings for Senate Estimates. Develop strong collaborative relationships with key stakeholders to provide sound financial and other advice to key stakeholders. Represent Finance at cross-agency meetings and other forums. Develop and manage effective relationships with internal and external stakeholders, including other Government agencies, external service providers and other relevant private sector stakeholders. Manage staff and assist in building capability within the team. Any other tasks as directed. EL1 Due Diligence, Heritage and Remediation Assist in the delivery and management of the divestment program, including managing outsourced providers, coordinating divestment strategy development, planning and implementation. Review strategies and technical and legal due diligence reports prepared by external consultants and prepare feedback or advice for the Director. Provide input into the development of required assessments. Ensure compliance with the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and other relevant legislation and policies. Manage any remediation projects or EPBC Act referrals prior to divestment. Provide high-level written advice for both internal and external stakeholders, including preparation of correspondence and submissions for Government and Departmental approvals. Represent Finance at cross-agency meetings and other forums. Develop and manage effective relationships with internal and external stakeholders, including other Government agencies, external service providers and other relevant private sector stakeholders. Manage staff and assist in building capability within the team. Any other tasks as directed. EL1 Divestment Delivery Assist in the delivery and management of the divestment program, including managing outsourced providers, coordinating divestment strategy development, planning and implementation. Review strategies, marketing material and sales contract documentation prepared by external consultants and prepare feedback or advice for the Director to prepare properties for divestment. Managing divestments consistent with the Commonwealth Property Disposal Policy. Lead the review of sale tender documentation and provide high-level written advice for both internal and external stakeholders, including preparation of correspondence and submissions for Government and Departmental approvals. Work closely with an external provider to undertake the finalisation of divestments. Develop and manage effective relationships with internal and external stakeholders, including other Government agencies, external service providers and other relevant private sector stakeholders. Represent Finance at cross-agency meetings and other forums. Manage staff and assist in building capability within the team. Any other tasks as directed.
