The Clean Energy and Investment Facilitation Division (CEIF) in the Department of Climate Change, Energy, the Environment and Water (DCCEEW) is responsible for delivering on the Australian Government's commitment to deliver more reliable, affordable and low-emissions energy for all Australians, through the national Capacity Investment Scheme (CIS). Australia's electricity system is going through unprecedented change, with the transition to net zero by 2050 requiring new ways of managing systems and markets. This is an exciting opportunity to make a difference by working on the CIS which provides a national framework to encourage new investment in renewable capacity, such as wind and solar, as well as clean dispatchable capacity, such as battery storage. The CIS involves the Australian Government seeking competitive tender bids for renewable capacity and clean dispatchable capacity projects to: Deliver an additional 40 GW of capacity by 2030. Fill expected reliability gaps as ageing coal power stations exit. Deliver the Australian Government's 82% renewable electricity by 2030 target. The Australian Government will provide revenue underwriting for successful CIS tender projects, with an agreed revenue 'floor' and 'ceiling'. This will provide a long-term revenue safety-net that decreases financial risks for investors and encourages more investment when and where it is needed. The CIS will work alongside the National Energy Transformation Partnership to coordinate action by the Commonwealth, states and territories. The Australian Government expects that as the energy transition develops, genuine and long lasting economic and social partnerships will emerge between the clean energy industry and communities to better support and seize the opportunities of a net-zero economy. The CIS Delivery and Governance Branch aims to ensure all operational aspects of the CIS and being delivered in an efficient and effective manner. The Branch works collaboratively across Government and with service delivery partners and advisors to ensure scheme settings are robust and commercially effective. The Contract Management team is responsible for: Capacity Investment scheme contract management Data and tracking of CIS portfolio delivery progress Federation Funding Agreement with NSW - Capacity Investment Scheme. The key duties of the position include Oversee the deployment of renewable energy projects through the management of Commonwealth underwriting contracts (Capacity Investment Scheme Agreements (CISAs), including ensuring contractually binding development milestones are met and project social licence obligations are carried out. Support the delivery of the portfolio of CIS projects by identifying and resolving barriers to delivery and providing input into policy processes to accelerate the deployment of renewable energy. Manage relationships with operators and stakeholders to proactively identify and address risks and opportunities. Investigate and document the resolution of complex contractual issues, ensuring decision-makers are well-informed. Collaborate across the department and with external stakeholders - including other government agencies, industry, market bodies, consumer representatives and commercial and legal advisers. Build robust contract management governance, including processes and procedures, delegations, and timely fulfilment of obligations.
