An exciting opportunity exists for a Project Director on a fixed term basis within Better Regulation Victoria – to lead a small secretariat and working directly to the Commissioner for Better Regulation. Better Regulation Victoria (BRV) works with the Victorian Government and community to support the analysis, design and implementation of best-practice regulation. The Commissioner for Better Regulation has been asked to Chair the Building Reform Expert Advisory Panel to lead a review of building regulation in Victoria.
The functions of the Panel are to: • help evaluate the current building regulatory system, including the role of regulators and effectiveness of previous reforms; • identify key challenges facing the industry and propose key themes to be investigated and addressed throughout the reform process; • consider and establish overarching principles to guide the building system; • advise the Minister for Planning on proposals for reform that respond to identified challenges; and • participate in the preparation of reports and/or recommendations to the Minister for Planning. Other members of the Panel include: • Dame Judith Hackitt – Chair of the UK Independent Review of Building regulations and Fire Safety and former Chair of the UK Health and Safety Executive • Lauren Solomon – CEO of the Consumer Policy Research Centre • Melanie Fasham – Past President of the Master Builders Association of Victoria and member of the Building Regulations Advisory Committee • Dr Gerry Ayers – Health and Safety Manager of the Construction, Forestry, Mining and Energy Union (Construction and General Division – Victorian/Tasmanian Branch) • Professor Ian Bailey AM SC – Founding Chair of the Society of Construction Law Australia and professorial fellow at the Melbourne Law School. The Panel's first task will be to establish overarching principles to guide the building system review and identify key themes to be investigated and addressed throughout the reform process.
The review will also address the recommendations of the Victorian Cladding Taskforce's July 2019 Report and the Building Confident report by Professor Peter Shergold AC and Ms Bronwyn Weir. The Panel is being supported by a Secretariat consisting of a small project team drawn from across relevant Victorian government agencies. An exciting opportunity exists to play a key leadership role in supporting the work of the Panel at the STS7 level and contribute to this high priority Review into Victoria's Building System.
