The key duties of the position include As part of the Helicopter Systems Division within Capability Acquisition and Sustainment Group (CASG), the Air Training and Aviation Commons System Program Office (ATACSPO) delivers Pilot Training, Ground Support Equipment (GSE) assets and Test and Measurement equipment (T&ME) assets in support of Defence Capability and Operations. ATACSPO Head office is located in Regional Victoria at the RAAF Base East Sale with an office also located within the Melbourne CBD. We are seeking multiple Contracting Officers; at the APS 4, 5 and 6 levels with well-developed contracting, procurement and/or financial management skills to provide a range of support, guidance and advice across specific areas of; Contract Planning and Administration, Contract Management Assurance and Contract Performance within the Air Training and Aviation Commons System Program Office.
The Contracting Officer duties will broadly consist of: Establishing and maintaining productive working relationships with internal and external customers, whilst working in cross functional, multi-discipline teams, Providing timely, accurate and relevant advice on contract and procurement processes and practices, and liaising with relevant subject matter experts where required, Supporting procurement activities through financial administration; such as development of purchase orders, invoicing and receipting of goods through the use of financial applications, Providing expertise and assistance including planning and reporting of contract and procurement activities across the organisation, Documenting contracting processes and conducting governance and assurance activities, Reporting of contracting performance outcomes, Coordinating contracting requirements with key stakeholders, and Assessing internal work processes and initiating improvements to the procurement and contracting service delivery work systems. Depending on the APS Work Level you are applying for, the ideal candidates will possess: Excellent communication and interpersonal skills, Strong organisational skills with attention to detail, The ability to follow instructions and processes in accordance with policy, legislation, and frameworks, Critical thinking skills, with the ability to be assertive in decision making, A positive and inclusive approach to working as a part of a team, and A Certificate IV in Government (Procurement and Contracting) is desirable. Supporting Defence and Industry partners by working together to deliver Defence capability is a key component of the positions.
