Director Technical Services
My client is responsible for the planning and execution of some of the State’s largest and most complex Infrastructure projects. They have a facilitative and strategic planning function and will work closely with local governments and developers to plan and facilitate developments within declared PDAs (Priority Development Areas). There is a clear mandate to invest in urban infrastructure that unlocks development and creates construction and long-term employment.
Funding of these infrastructure developments will be through co-investment with both public and private parties. This infrastructure may include road works, water supply, waste water and storm water infrastructure. Other infrastructure may also be considered.
The model looks for repayment of its investment over time. Co-investors may include local governments, utility providers and developers. As Director you will provide the strategic and technical direction for and co-ordinate and manage the provision of technical services in engineering and infrastructure works (including flood mitigation studies) to Economic Development Qld, using an approach that is innovative and incorporates internationally recognised best practice solutions and thinking.
Other key responsibilities include: Provide the vision and high-level strategic advice to senior management on matters of relevance to the department and the Government and prepare and/or review complex briefing material, submissions and reports. Promote long-term planning that capitalises on opportunities presented by technical innovations. Coordinate delivery across and between levels of government of complex projects identified in government’s response to inquiries and reports.
Deputise as necessary for the Director General / Deputy Director General on a range of committees, involving other state and local government entities. Represent the department at meetings and conferences and undertake high level negotiation and liaison with external clients on planning and operational issues of strategic importance to the department and the Government. Provide strategic and technical overview and direction to EDQ and DSDMIPDILGP in infrastructure and other matters including land use planning, mitigation works and flood planning, ensuring a pragmatic and innovative approach to delivery.
Manage the delivery of projects through external tender processes, which will include tender preparation and assessment, project management and the successful delivery of project.
