Position Summary: Downer Defence Systems is seeking to engage a Multi National Information Sharing (MNIS) Capability Element (CE) Lead to support the delivery of complex systems within Defence. The Multi National Information Sharing (MNIS) Capability Element (CE) Lead is responsible for improving the Joint C2 capability in the operating environment (fixed and deployed), with a focus on the MNIS CE and its related systems. Responsibilities will include successful transition and rationalisation of support arrangements for legacy Joint C2 applications/systems; as well as developing and implementing new support arrangements involving industry (Strategic Partners).

CE Leads will ultimately inherit Product Manager (Delivery Group) responsibilities for their respective program of Joint C2 applications/systems; requiring them to build and maintain relationships with the Users and Strategic Partners. Responsibilities include: Contribute to related deployed network Prototype and design activities. Contribute to industry engagement activities including development of Statements of Work (Pre-Tranche 1); raising of Tasking Orders (during Tranche 1); and contract performance monitoring (during Tranche 1).

Compile a backlog of requirements and capability improvement initiatives - in consultation with current Users, Product Managers and support contractors. Work with the Strategic Partner to manage the Defence User / Commercial Supplier interaction in the formulation and documentation of Joint C2 requirements. Drive improvements through the identification and evaluation of capability gaps and inefficiencies, including opportunities to rationalise Joint C2 applications/systems.

Coordinate and provide secretariat support to User-led Capability Boards (leading up to and during Tranche 1). Supervising, coordinating and managing Strategic Partner services delivery (during Tranche 1). End-to-end, whole of capability-life cycle support for the Joint C2 applications/systems applicable to the CE (during Tranche 1); including the management of budgets, tracking effort and expenditure.

Plan subsequent Tranches, including priorities, with User input. Support Joint C4 Program Governance and reporting requirements. Ensuring compliance with relevant policies and standards.
