Senior Analyst

DTF is looking to fill a full time, ongoing VPS 5 role as a Senior Analyst. The Infrastructure Policy and Assurance (IPA) branch's purpose is to be an influential and trusted source for advice and infrastructure project assurance for the State's capital investments. This is achieved by: providing high quality advice to government on capital investment proposals through the State budget process; project assurance as it relates to the High Value High Risk Project Assurance Framework and Gateway Review Process; and providing frameworks, guidance and policy advice to government on infrastructure investments (including at the program level), asset management, construction and commercial contracting.

In this role, you will use advanced expertise and knowledge to provide high-level strategic, policy, risk management and commercial advice on a range of issues relating to complex infrastructure projects to executives, agencies and departments and Ministers; provide technical guidance and expert commercial advice to agencies and departments on business case and procurement analysis, and the tendering processes and including contractual risk allocation; and provide advice to departments and agencies on complex infrastructure projects to ensure the consistent use of best practice policy and processes. To be successful in this role you will have: Well-developed analytical, conceptual and project management skills with demonstrated experience in researching and analysing feasibility studies, business cases, and plans/reports and providing strategic commercial advice and recommendations. Sound knowledge of Government policy and practice impacting on financial and contractual arrangements with external parties, particularly those relating to provision of infrastructure.

Strong written and oral communication skills, including demonstrated experience in writing and delivering briefings within tight timeframes and ability to present to a variety of audiences. Well-developed interpersonal skills with an ability to build networks and liaise internally and externally and effectively represent the branch and Department in external forums. Experience working collaboratively within and across teams with diverse skills.
