Title: Commercial Officer - Contracts About the Role LAND 4100 is a system of systems Land C4 capability program consisting of four major systems: - Battlefield Telecommunications Network (BTN). The BTN is the wide area network that provides communication between strategic and operational echelons. The BTN is the Joint Land Force's communications backbone.
- Tactical Communications Network (TCN). The TCN is the extension of the BTN into the Tactical echelon. The TCN provides voice and data communications within a tactical area.
The BTN provides the connectivity between different tactical areas. - Battle Management System (BMS). The BMS consists of the hardware and software products that are integrated to provide Command and Control and Situational Awareness functions in support of the decision cycles within military operations.
BMS is predominantly an information service. - Deployed Information Environment (DIE) - The DIE is the deployable local area network infrastructure which provides the Land warfighter information environment. Although The DIE will continue to be part of the Land C4 Capability System, the deployed information environments are planned to become a Joint C4 responsibility under the Warfighter Networks and Applications (WNA) sub-program.
This role is within the Land 4100 project, completing complex strategic procurement and contracting work within an integrated workforce. The Commercial Officer will lead procurement planning, tendering and contract formation activities while ensuring compliance with legislation, procurement policies, processes and procedures. This position will exercise a considerable degree of independence and will manage one or more teams.
Other tasks include, but not limited to: - Develop commercial strategies (approach to market, RFI release, industry engagement). - Support development of RFI and other industry engagement documentation. - Commercial options development and analysis (including SICP assessment).
- Support development of Gate 1 documentation suite. - Support IAR, Smart Buyer activities and review sponsor documents. Experience/Skills Sought : As the successful candidate you will possess experience in the following: Lead the preparation, conduct and finalisation of Defence strategic procurement activities within the CASG environment.
Author and review complex strategic procurement and contracting documentation including providing high level advice in relation to commercially sensitive reports, submissions, and other documents as required. Analyse, identify and develop mitigation strategies for the risks associated with procurement and contracting activities, contract performance, and compliance with legislative and policy frameworks. Translate and apply legal principles, legislative and policy compliance obligations, commercial risk and performance requirements related to the Commonwealth Procurement Framework.
