POSITION SUMMARY: We are seeking candidates who are: Knowledgeable about good regulatory policy and strategies to improve the diverse regulatory schemes administered by the department. Passionate about improving regulatory frameworks and policy to achieve better outcomes for clients, consumers, and the community. Effective managers of teams and able to build and maintain relationships with internal and external stakeholders and lead critical change projects in a fast-paced and dynamic environment.

Reporting to the Director, Regulatory Policy and Relationships Unit, the Manager is responsible for: Contributing to the Unit's leadership team and working closely with peers in the Unit. Leading and managing a small team. Providing expert evidence-based advice and leading and influencing regulatory policy across the department's portfolios and in key areas of intersection across all levels of government.

Strategically driving policy reviews and reforms across the department's diverse regulatory schemes, promoting effective risk-based regulation, with a particular focus on child safeguarding, disability worker, and disability services regulatory schemes. Leading and contributing to major reviews and significant reforms that improve Victorian and national regulatory frameworks across the department's portfolios to support best practice regulation and achieve intended regulatory outcomes. Based on a sound understanding of portfolio regulation, regulatory institutions and government priorities, analysing markets for human services and the role for regulation in supporting safe and integrated services.

Designing, implementing and reviewing human services regulation which reduces unnecessary complexity and fragmentation for the benefit of the department's clients, stakeholders and the community as a whole. Co-ordinating departmental responses to whole of government regulatory policy reforms. Advising on and amending policy, legislation and regulation so it remains fit for purpose and evolves to address risk of harms and community expectations.

Providing policy and parliamentary support to ministers to respond to stakeholder expectations and needs. Assisting the department's board in oversight of the performance of regulatory schemes. Oversee and managing projects to deliver reviews and reforms, and ensuring achievement of objectives.

Managing relationships with independent portfolio regulatory commissioners, statutory panels and tribunals.
